REVERSE: The official stamps of the United States were first issued in 1873. Prior to their use, the President and his cabinet personally franked the mails. The Grant administration generated covers using franking from 1869 until stamps were issued, then stamps through the end of his term in 1877. Hayes' administration used the remainder of the stamps from the Grant era, but reverted to franking when supplies were exhausted. Special printings of the 1873 series occurred in 1875 and 1881 and a new series was authorized in 1910, but only lasted 4 years until being discontinued. A new series was authorized in 1982 and issued beginning on January 12, 1983. With minor design changes, this (third) series continues to this day.
