Earlier during the war, Madam Ngai, a proud and compassionate Vietnamese woman, had started an orphanage to rescue the helpless and homeless babies she found crying in the streets. She became known as the mother of war orphans and, alone, raised hundreds of children until they were old enough to take care of themselves. She was aided by Betty Tisdale, a concerned American, who raised money for the childrens food, clothing and education. A touring USO actress, Ina Balin, (portrayed by herself) also learns of the orphanage of An Lac, and becomes a vital and dedicated volunteer. When the two American women realize that the Communists are certain to overrun Saigon, they rush to Vietnam to help Madam Ngai prepare the orphans for evacuating to the United States. Their greatest fear is that the orphans, many of them fathered by American soldiers, will be killed by advancing Viet Cong. The women desperately try to cut through Vietnamese government red tape to rescuer the children.
