The twelve months that passed since the First Edition of “Telecommunications Law of Russia: Statutes and Statutory Instruments” went into print in August 2006, saw certain amendments to the legislation featured in the First Edition. Whilst the amendments are not so massive as to justify the Second Edition, they are substantial enough to justify this Supplement in an attempt to keep this title up-to-date. This Supplement features the legislation governing telecommunications adopted in Russia from late July to August 2006 when the First Edition went into print, to 1 August 2007. In particular, the legislation featured in this Supplement includes . amendments to Federal Law “On Communications” concerned with obligations of communications operators to take measures to ensure the State security, formation of the universal service fund, new provisions governing registration of certain communications networks; . the new Rules of interconnection and interaction of television and radio broadcasting networks including, in particular, the interconnection procedure, the peculiarities of interconnection with communications network of substantial operators, and the material terms and conditions of interconnection; . the new Rules of use of subscriber stations of the low-orbit systems of mobile satellite communications with division of channels by frequency and time . amendments to the Procedure for registration of radio-electronic facilities and high-frequency devices; . amendments to the Rules of rendering of local intra-zone, inter-city and international telephony communications services; . amendments to the Rules of distribution and use of numbering resources of the unified electro-communications network; . amendments to the structure and powers of the National Regulatory Authorities in charge of communications; . amendments to the Rules of rendering of mobile communications services; . amendments to the Procedure for submitting and considering of applications of communications operators on the matters of determination of prices for interconnection services and traffic transit services; . amendments to the Requirements to construction of the public telephony communications network; . amendments to the Requirements to the procedure for transit of traffic in the public telephony communications network; . Methodology of calculation of economically justified costs and norms of profit for interconnection services and traffic transit services, and universal communications services. The Table of Content of this Supplement mirrors and adds to the Table of Content of the First Edition showing the amended sections of the First Edition. The Supplement reproduces the amended provisions of the legislation along with the amending legislation or explanatory footnotes depending on the extent and nature of the amendments. This design is intended to ensure the continuity of coverage, facilitate the future production of the Second Edition, and enable identification, by exclusion, of that of the legislation featured in the First Edition which remains unchanged as at the date of this Supplement.
