Enlargement of European Union and globalisation are the two main macro economic factors those can have alarming impact on human mobility and 21st century knowledge management. Western countries such as United Kingdom, United States, Germany, France etc has dominated the world economy through innovating on every front. United States and United Kingdom has always laid flexible immigration laws which has boosted the economy due to inflow of intellectually sound labour force. Both the economies attract talent due to higher salaries and better standard of livelihood. United Kingdom and United States are early movers in digital arena which is one of the factors in their economic and social developments. Skilled labour force has generated innovative ideas in the Information Communication and Technology segment and has further enhanced both countries growth. There has been always in-house labour shortage in United Kingdom.
United Kingdom is part of European Union. There has been growing concern with the left wing authorities in United Kingdom regarding the enlargement of European Union and immigration of low cost labours from poor Eastern European member states. Latvia, Lithuania, Slovakia, Slovenia, Poland and Hungary joined the European Union on 1st May 2004. Bulgaria and Romania are slatted to join EU on 1st January 2007. The book and topic revolves around the impact of enlargement of European Union on recruitment policies and strategies followed by British Information and Technology companies. Whether they are hiring cheap labour from Eastern European newly joined member states or keeping up the British work count stable?
In this book I take holistic approach in determining the actual impact of high inflow of cheap software and hardware engineers from Eastern European member states such as Latvia, Lithuania, Poland, Hungary and Bulgaria. The book looks into the current management approaches followed by IT top management executives and the future impact of such cheap labour force inflow into United Kingdom. The underline objective is to see whether British IT companies which have shortage of software and hardware engineers will prefer Bulgarian or Romanian labour force or outsource operations to Asian IT hubs such as Malaysia, India and Singapore. On one side the labour productivity is very low in United Kingdom due to labour pro government employment rules and policies. The other side of the card is in order to sustain in global economy; United Kingdom should attract intellectual human capital or develop in-house knowledge.
I have found that due to shortage of infrastructure and labour force in majority of newly joined European Union member states they have low impact on British IT labour dynamics. Poland is rapidly developing one of the most attractive IT outsourcing destination and has vast pool of human capital in the ICT domain. The British IT companies approach is to develop in-house IT knowledge and also due to employment laws and regulations. The companies will keep on outsourcing majority of IT operations to Asian countries such as India and Malaysia for the next 5-10 years instead of hiring low competent Bulgarian and Latvian professionals. This may change post 2010.

Prof. Dr. Marcin Swiston, Ph.D., MBA works as Chief Engineer for one of the worlds biggest satellite communication company. Due to the size of the company and location of its all on-shore and off-shore remote offices he has the opportunity to work with the best and most knowledgeable people in the satellite industry and to lead multinational and multicultural team of experts.
He graduated from various universities in Poland, USA and England. He is Ph.D. in Physics, MBA in Technical Project Management and MSc. in IT and Systems Engineering. He is also DBAM, Cisco, Apple and Sun Microsystems Certified Expert. In July 2006 he has been appointed as the Honorary Doctor of Philosophy and the Honorary Professor of the Regent International University (Miami, USA) in recognition of his achievements and contribution in the fields of Satellite Communication and Networking. He is currently enrolled in Business Administration doctorate program at Chelsea University in London.
